Ben Rosenfield served in a number of executive management and finance roles during his 27 years working for the City and County of San Francisco, including as the Budget Director for five years and, most recently, as the Controller for 16 years. In that role, Ben was the City's chief fiscal officer, responsible for financial operations, monitoring and forecasting economic and financial conditions, auditing government performance, and service as an apolitical financial and policy advisor to the Mayor and Board of Supervisors. He was initially appointed to the position by then Mayor Gavin Newsom and was unanimously confirmed by the San Francisco Board of Supervisors.
During his time as Controller, he worked to shift the City to a two-year budget and institute other financial planning and policy reforms; oversaw the replacement of all legacy technology systems the City uses to conduct its core business functions; supervised the development of complex financial plans to deliver over $5 billion of public infrastructure projects; and worked on numerous ballot measures to reform the City鈥檚 tax, employee benefit, and capital planning systems.
He worked on 27 consecutive budgets in these roles, helping San Francisco navigate the dot.com crash, the Great Recession, and the COVID-19 pandemic. During his time at the helm of the City鈥檚 financial operations, San Francisco received its first AAA credit ratings in nearly 40 years.
He left city government in March 2024 and has since been working as an advisor for various public service organizations. These projects have included management and strategy services as a senior advisor on the transition teams for San Francisco Mayor Daniel Lurie and Oakland Mayor Barbara Lee; management assessment services for the San Francisco Unified School District (CA); financial strategy and budget analysis projects with the City of Oakland (CA) and City of Portland (OR); and labor negotiation financial advisory work with the City of Stockton (CA). He has worked both as an independent advisor and with teams from other organizations, including SPUR, Sloan Sakai Yeung & Wong LLP, and EQ Collaborative.
He lives in San Francisco with his wife Vivien and two teenage daughters, Lilah and Sofia.
