Vladimir Putin wants to move Russia’s capital to the far-flung suburbs of Moscow, and the city has sponsored a competition to develop the grand plan. Will moving out 100,000 government jobs help make the center of the city more livable and less traffic-choked, or, as many Muscovites believe, is this an unaffordable, anti-urban disaster?
