The city’s latest approach to serving the hardest-to-house homeless, San Francisco’s first Navigation Center opened on Mission Street in March 2015. This year, potential additional locations for the pilot project were announced. How does the Navigation Center work, and how does it fit into the overall strategy to end homelessness? What are the challenges to identifying suitable locations?
