Can you transform the spaces underneath freeways and make them beautiful, safe and inviting? The City of Oakland has launched a project to reknit the neighborhoods that were severed by the construction of I-880, and plans to connect downtown to the waterfront will improve walkability and the quality of life for the communities surrounding the underpasses.
