If public agencies are going to spend millions of dollars on projects, it’s worthwhile to have an early sense of what’s going to be accepted by voters. What is the best way to make these predictions, short of a crystal ball? By incorporating public affairs tools (such as those often used to oppose projects) to conduct research and better explain their ideas, planners can be ready for the public process.
