In an era of uncertainty, how do we plan for the future? Developed by the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG), the Horizon process identified three possible futures for the Bay Area, defined by external forces on the global and national levels. Their Futures Final Report put forward a shortlist of strategies for transportation, housing, the economy and the environment that could position the Bay Area for success in the decades ahead.
