The Bay Area鈥檚 shelter-in-place order has slowed the spread of the coronavirus and undoubtedly helped save lives, but it also comes with diminished economic activity and steep drops in expected revenue for cities. As the Bay Area inches toward reopening, cities throughout the region鈥檚 nine counties are planning cuts in the services that so many depend on. What will it take to balance budgets in the coming fiscal year, and how will COVID-19 impact the ability of cities to provide critical services now and in the future?
