San Jos茅鈥檚 downtown has been hit hard by the impacts of hybrid and remote work. Its office occupancy rate is the lowest among the ten largest U.S. metros, and tax revenues in the city鈥檚 Downtown Growth Area have decreased in line with the drop in commuters there. City leaders, with the support of other downtown stakeholders, can adopt five strategies to revitalize downtown as a central social district.

Enabling outdoor operations along San Pedro Street as part of the Al Fresco initiative allowed for an expansion of outdoor public life in the center of the city that has become a popular destination for residents and visitors alike. However, the proposed project should set a precedent of efficiently and effectively creating a public amenity, as well as preserving the central spaces for dining and social gathering given this project鈥檚 overwhelming community support. We ask the City to enshrine this pedestrianized public space for the benefit of Downtown鈥檚 economic and public vibrancy and to do so by ambitiously making sure that thoughtful planning, great urban design, and innovative project delivery steer this public amenity forward.

Oakland Can Use Its Work on the Proposed Howard Terminal Ballpark to Realize Inclusive Growth

The Oakland A鈥檚 decision to abandon negotiations for a new stadium at Howard Terminal is a huge disappointment to Oakland and the city鈥檚 many A鈥檚 fans. Despite this setback, Oakland remains a viable city for sports investment. And Howard Terminal remains a strong candidate for development. The experience with the A鈥檚 has laid the groundwork for future projects in Oakland that meet the city鈥檚 economic, environmental, and social standards.

New Transit-Oriented Communities Policy Encourages Equitable and Sustainable Development

黑料传送门sent a letter to Oakland鈥檚 Planning Department with comments on the Zoning Incentive Program (ZIP) for the Downtown Oakland Specific Plan (DOSP). In the letter, we recommend that the project team reconsider various aspects of the program, such as its narrative that value will be created if rents increase by over 20%, the complexity of its implementation, and its affordable housing requirements.
